Partizipation (grob \u00fcbersetzt: B\u00fcrger*innenbeteiligung) ist eine gro\u00dfe und durchaus sinnvolle Mode in Politik und Stadtplanung. Es bedeutet, Anwohner*innen und Akteure vor Ort schon fr\u00fch in die Planung von (meistens Bau-)Vorhaben mit einzubeziehen. Dem zugrunde liegt der Gedanke, dass Anwohner*innen per se ein Mitspracherecht haben, sich so Widerst\u00e4nde vor Ort abbauen lassen und die Menschen selbst u.U. am Besten wissen, wo die Probleme im Quartier liegen.<\/span><\/p>\n

Bis zu einem gewissen Grad solltet ihr auf jeden Fall B\u00fcrger*innenbeteiligung betreiben: redet mit der\u00a0 Nachbarschaft und den Akteuren vor Ort und versucht, sie f\u00fcr euer Projekt zu gewinnen! Ob ihr aber wirkliche, offene Planungsrunden einberufen wollt, h\u00e4ngt von verschiedenen Aspekten ab: Ist euer Projekt \u00fcberhaupt f\u00fcr die ganze Nachbarschaft relevant? Plant ihr etwas, bei dem Au\u00dfenstehende sinnvoll mitreden k\u00f6nnen? Wollt ihr \u00fcberhaupt, dass andere euch in euer Projekt hineinreden?<\/span><\/p>\n

Die Leute beteiligen zu wollen ist l\u00f6blich – aber wer sind “die Leute”, und wollen “die” \u00fcberhaupt beteiligt werden?<\/p><\/blockquote>\n

Unsere Erfahrungen mit offenen Planungstreffen sind gemischt. Man muss sie extrem bewerben und selbst dann kommen oft nur wenige Menschen. Die Vorschl\u00e4ge, die aus der Bev\u00f6lkerung kommen, sind kaum je Ideen, auf die ein*e Planer*in nicht auch gekommen w\u00e4re, so dass der Erkenntnisgewinn durch \u201eLokalexpert*innen\u201d \u00fcberschaubar ist. Planungsprozesse sind fast immer so komplex und tiefschichtig, dass es eine geh\u00f6rige Einarbeitungszeit braucht, bis man sinnbringend mitreden kann – mehr Zeit, als Viele aufbringen k\u00f6nnen. Zugleich sch\u00fcrt das Format \u201eoffene Planungswerkstatt\u201d jedoch bei Anwohner*innen die Erwartung, dass auch die vielen Vorschl\u00e4ge ohne Fachkenntnis mit in die Planung eingehen k\u00f6nnten. Vorteile sind auf jeden Fall, dass man im Planungsprozess neue Mitstreiter*innen aus der\u00a0 Nachbarschaft gewinnen kann und an Authentizit\u00e4t gewinnt.
